My dad told me you're interested in building a computer from scratch.
I think based on your expected applications, you can build a computer with a combined CPU+GPU chip (APU) so you don't need to buy a separate video card.
The CPU+GPU (APU) unit I'd recommend is an AMD A12-9800. It's based on last generation's technology, but it's a rerelease so it's power-efficient and inexpensive. It should be powerful enough to run Photoshop and watch videos.
The motherboard I'd recommend is the ASRock AB350M Pro4. I looked at some sites for reviews of cheap motherboards, and this one looks like it has good features and no problems.
I recommend 8 GB minimum of RAM for a Windows 10 system. Usually I sort by price and choose the cheapest set with a reasonable number of reviews. On Newegg, I found a Ripjaws V 4GBx2 set for $86. You can opt to save ~$10 on cheaper brands, but there is a higher risk of getting bad sticks.
Windows runs very well if it's installed on an SSD. I usually buy Samsung SSDs, since they tend to be the most consistently reliable in the market.
SSDs go on sale occasionally, so you can buy a Samsung 850 EVO 250 GB for ~$100 if you wait for sales (~$50 off).
But when the 850 EVO is not on sale, the 960 EVO is faster and better value for $160.
I can't find the 850 EVO on sale now. You'll have to decide if you're willing to wait a few weeks to months to save $50.
If your previous computer is newer than 2003, it's likely your case and power supply can be reused. That will save about $100.
